TEV study for a bank loan: what it is, what it costs and how long it takes

Independent techno-economic viability before disbursement: technical soundness, cost credibility, revenue defensibility and debt serviceability.
Overview
A Techno-Economic Viability study is the lender’s independent check, commissioned before sanction, that a proposed project is technically sound, that its capital cost estimates are credible, that its revenue and cost projections are defensible and that the resulting debt can be serviced.
Our TEV reports are written for the credit committee, not the promoter. They have supported mandates above ₹15,000 crore across power, renewables, real estate, infrastructure, hospitality, manufacturing and electric mobility.

Deliverables
Approach
Agree the lender’s questions, data list and site programme.
Our own engineers inspect the site and audit the technical basis.
Independent benchmarks and sensitivity analysis.
A defensible report, presented to the credit committee if required.
Typical triggers
New project or greenfield capacity above the bank’s internal threshold, typically before the credit committee meets.
Brownfield capacity, a new product line or a change of technology funded on the existing balance sheet.
Re-phasing of debt under RBI frameworks, where the lender needs an independent view of residual viability before agreeing terms.
Track record
Renewable Energy

Questions
Four to six weeks for a single-site project once the data list is received, including a site visit by our engineers. Multi-site or portfolio studies are scoped individually.
The lender’s credit committee. The promoter provides data and access, but the opinion, assumptions and sensitivities are ours and are presented to the bank if required.
Project cost, means of finance, revenue and cost build-up, DSCR, IRR and stress cases on capacity utilisation, price, cost overrun and delay. The model is delivered with the report.
No. A Detailed Project Report is prepared for the promoter to present a project. A TEV study is the lender’s independent check of that project. We prepare both, but never both for the same project.
